It’s hard to twist the clear meaning of Paul’s description of God as “the Savior of all men,” yet some try. Ignore them.
Take the words at their plain meaning. God indeed is the Savior of all men. He is not one to show partiality, as Peter affirmed (Acts 10:34-35).
As for the appended expression “especially of believers,” we may understand this as pointing out the fact that there is deliverance in this life for those who believe, in addition to the deliverance in the afterlife that is for everyone. We could add that while everyone will enjoy the ultimate destination, only believers get to look forward to it (because, obviously, only they believe that it is coming).
